There may be a few areas where that could be true – where water is becoming sparse – but I believe that in general, most people could survive.

I think another problem is simply that there are people in certain areas. You can’t maintain anything(without absurdly disproportionally costs) in certain parts of Africa regardless of who’s running the country or how safe it is. As weird as it sounds, evacuating might be the best long term solution. all this aid really is is a stall.
